The issue you're experiencing varies in CPU performance depending on the game. Sometimes the i7 9700K reaches full capacity and stays there, other times it starts at 100% but doesn’t drop, and occasionally it hovers around 70-90%. This inconsistency could be related to factors like game settings, system load, or background processes. I'm using a 2080 Ti with a 750W power supply and a 3440x1440 monitor, which I thought would reduce CPU usage but hasn’t done so. Any suggestions or insights on what might be causing this? It’s not a consistent problem across all games.

Your CPU should never hit 100 percent unless you're working with a video project. In gaming, your CPU usage is between 30 to 60 percent, while the GPU stays around 90 percent. All AAA games provide triple-digit frame rates. If I had a 144hz monitor, it would be easier.

We should check your system.
Run DDU "Display Driver Uninstaller" in safe mode.
Pick nVidia or AMD depending on your card and click clean and restart.
After that, come back to normal mode and install the newest WHQL video drivers. Let us know what happens.

In safe mode, how would you execute this task?

I'm really sorry, I missed that.
To enter safe mode, go to your winblows and run, type "msconfig" without quotes. Then select safe mode, click OK, restart the computer, and it will switch to safe mode. Perform the DDU there, and once it boots back, the setting you changed in msconfig to boot from safe mode will revert to the default normal boot settings, so no further action is needed.

The GPU isn't the issue, isn't it? It's more likely the CPU.

If the CPU is dead, the system shouldn't power on.
If it does power on, it's probably not the CPU issue.

Yeah, but the CPU is running at full capacity? I'm going to try the driver option too—what comes next after that? Should I just let it reinstall itself automatically?

Once you have completed DDU in safe mode and performed a clean restart back to normal mode, proceed with installing the newest WHQL video drivers. After that, we will check whether the CPU remains at full utilization.

It doesn't consistently perform at 100%, occasionally stalls and triggers lag in games, though it should work eventually. Also, what does the Whql video drivers stand for?
