Hello All,
I'm using an old HIS HD7870 Ice Q X Turbo X with the stock clock at memory settings of 1100mhz Core and 1200 (4.8) Memory.
In my GPU review I found they can reach up to 1200+ Core and 1400+ Memory.
No matter the driver I use, the highest stable I get is around 1170 Core and 1350 Memory before crashes or artifacts appear. Also, I'm running at 1.3v, so increasing the voltage seems unnecessary according to the review.

This isn't the most useful thing I could find, but it might be what I discovered that could assist.
It appears there are no dedicated programs or tools meant to detect microstutter. That makes sense because all calculations happen within the CPU, and its clock speeds differ, making it hard to confirm whether microstutter exists or if the program misinterpreted frame data due to the CPU being occupied by the game.
Does that clarify things? I wasn't entirely sure how to express it.
I get it, but putting it into words is challenging.

No two CPUs, GPUs, or SoCs ever exceed the same limit. You might reach 1170, another person could hit 1130, and the next might achieve 1500. There are methods to successfully overclock, but the actual performance is still constrained by the silicon itself.

Occasionally I see small improvements and it won’t cause crashes or artifacts, but (I HAVE OCD) I notice tiny glitches in-game. I ask a friend to watch, but they can’t see them. Still, I feel like it’s not working properly, even though there’s no actual crash.

Sometimes with OCD I perceive events even when they aren't there. There might be a tool available to track this so you can reduce the obsessive thoughts and notice microstuttering.

I share the same view as the above poster. The goal of overclocking is to experience things more quickly, without introducing other problems that cause frustration. Even if your friend can't notice the issue, you can. It's your system. Reduce the clock speed until that micro stuttering stops.
