The goal of overclocking is to experience performance gains without introducing additional problems. Reduce the clock speed until the micro stuttering stops, and agree to try a gradual downclocking of 5MHz at each step. Be aware that if you attempt to measure average temperature, the earlier higher speeds will make it run hotter. These findings hold but won’t repeat if you let the system cool down. To counteract this, allow at least thirty minutes of shutdown so the heatsink and core can stabilize. After restarting, stress test results will then be accurate and consistent.

Don't worry, reducing the overclock is understandable. Tracking microstuttering requires specific tools or methods.

Your gaze?
Gaze just beyond the edge of the display... Perhaps place a well-chosen image of a cherished family member just behind the screen's side. If you're not focusing straight at what's moving, it captures your interest more intensely (that's how people notice the difference between a bear and a tree). If it's not flowing smoothly (for example, if you're experiencing microstutter), it's likely to irritate you.

This isn't the most useful thing I could find, but it might be what I discovered that could assist.
It appears there are no dedicated programs or tools meant to detect microstutter. That makes sense because all calculations happen within the CPU, and its clock speeds differ, making it hard to confirm whether microstutter exists or if the program misinterpreted frame data due to the CPU being occupied by the game.
Does that clarify things? I wasn't entirely sure how to express it.
I get it, but putting it into words is challenging.
