No, the issue began with the wireless mouse (I tested two different ones). I changed to the wired mouse to check if that would help, but it didn't.

Try using Process Explorer (Microsoft, free).
Open the tool and keep it running but make it small enough to see the output.
Then, as suggested by @KingLoki, return the startup programs one at a time.
Monitor Process Explorer for any shifts in behavior.
Another option is checking for corrupted or faulty files.
Execute "dism" and "sfc /scannow" through the Command Prompt.

Still, the scrolling issue remains even when startup items are turned off—will that make a difference? I also tried opening a Command Prompt and entering "DISM /online /cleanup-image /restorehealth," but the cursor kept jumping back to the start, preventing me from proceeding. It's really frustrating!

It's wise to pinpoint the cause, since some startup components are usually launched automatically. Turning them off is better for troubleshooting.

Microsoft offers an autorun tool that displays all files, software, and other items loading at startup. You must download it and execute the x64 version with administrator privileges.
