I don't understand what's happening, but I'm using a 1000 W power supply with a 5800X3D and an ASUS 4080 GPU. I'm trying to play games on low settings because performance is terrible even on SSDs. The CPU isn't reaching its full potential. The GPU seems to be maxing out, staying at 98-100% in non-demanding games no matter how low the settings are. I'm connected to a 1000W UPS for monitoring power usage, and it's drawing between 150-250 watts when idle or watching videos. Using that as a reference, when the GPU is maxed out, it's only pulling about 50-70 watts—much less than expected. The 12 HPWR connector is secure, I can't find any reason it wouldn't be drawing power, and it stays cool in the low 50s Celsius. What should I do to fix this?

This should happen continuously. The issue is clear. You need real-time system information. Would you like HWiNFO stats during gameplay?

I understand I shouldn't be pushing the CPU too hard, just making sure it's not the main issue. The GPU usage should vary based on game demands and performance needs. I've seen many GPUs run at around 60% in some titles here, and even my own setup stays there in certain games. With HWiNFO, when I play Control at low settings and use DLSS for lower resolution, the GPU usage remains stable. However, other aspects like mouse movement cause noticeable frame drops—sometimes as low as 50 frames or less. Trying to play the game feels unplayable under these conditions. This performance is definitely affecting my experience.

Could be the newest drivers available. Otherwise, it might be an issue with your BIOS or GPU.

Consider reattaching the power cables to the GPU. It's possible they weren't fully seated. Verify that your GPU is securely installed in the PCIe slot. If this doesn't resolve the issue, the BIOS might be causing problems—review the settings for PCIe slots and GPU compatibility. If nothing works, it could be a GPU or power supply issue. Also inspect the GPU's PCIe connector for any damage.

There was a constraint affecting performance, possibly from CPU limits, VSync, frame rate caps, or the game engine itself. If none of those apply, the GPU isn't operating at its full capacity and is restricting your frame rate. GPU performance and core usage are changing due to low settings and resolution. Core load and GPU power in the log: Would it be better to adjust the game to standard settings and record again? Does the card deliver maximum expected output during a stress test (Furmark/OCCT)? Have drivers been updated or reinstalled?

I don’t understand what triggered this situation, but how can I investigate? The system appears fully configured and the power cable seems intact. I’ve re-seated it several times without any improvement. Are there specific BIOS options I should check? It’s an ASUS board—should that help. The PSU is a recent, reliable model; usually, if it’s the source of the problem, your system will still attempt to draw power and then shut down. I’ve experienced this with a failing PSU before, so it’s unlikely, but I’m unsure of other tests. V-Sync is enabled, yet the game consistently caps at 60 frames. That shouldn’t lead to major frame drops. The monitor supports up to 120 Hz and runs at that rate in other titles. I wish the log included a GPU usage report, as now I’m concerned there might be additional issues. Of course, it’s probably just fluctuating due to low settings, which was my initial guess. I’ll try adjusting the playback settings and see how it affects performance. I haven’t considered testing the card in another configuration yet—I’ll explore that. Thanks for all the help!

Well, this didn't take very long, here's Control, on Medium settings, GPU is pegged to 100% while in use. It says the performance limited is Reliability Voltage, and my power draw maxed out at 348 W for the system globally. We hit 54 degrees. And my framerate was a magical ... 6 ... so that's great. What do I do? New data attached. control-2.CSV

I don't have access to real-time system information or your GPU's current settings. To find out the voltage your GPU is running at while gaming, you can check the GPU's specifications in the manufacturer's documentation or use system monitoring tools.

Yes, that range is typical for the system's performance.
