My only suggestion at this point is DDU and if you have any GPU affecting software installed, uninstall it. See below. Its stable and normal.

I'll give it another shot. I repeated the test today and achieved over 200 frames again. I set it to medium and still got more than 100. Turning on RTX brought it down to single digits; switching it off didn't help unless I restarted the game, even though it never prompted for changes. The power draw stayed below about 360 watts on the PSU throughout, which is confusing. I'll try DDU once more and check for any further issues. The only software I suspect affecting performance is the NVIDIA utility, and I've disabled its overlay settings.
