At 800x600 resolution, definitely 1080p. I saw a friend boost his CPU and GPU settings on an I5 4690K, and it only ran CS:GO smoothly at reasonable frame rates.

If it supports the 4000 series of GPUs, then yes, you can run it on low settings.

It seems like the game is mainly CPU-heavy. You might want a GPU right away for a better experience. An RX 570/560 should suffice if you're only playing those specific titles.

It's not much more than that. I tested it with my 2600k and got a noticeable boost—about 30% faster. Check my review for details. Just look for an affordable old GPU; a GTX560ti should cost around 30 bucks.

Minecraft is definitely funny, CSGO might fall between 20 and 50 frames per second, not sure.

It's possible anything can run Minecraft, though even my GT610 CPUs handle CS:GO well.

I confirmed the issue. My GPU couldn't handle CS:GO at 900p with low settings. You need around 200 FPS, not 20. Even 100 is too slow.
