Honestly, I'm not sure if we're on the same page. For me it's 59€ with the USB included. It's surprising how cheap it is when you buy in bulk—my experience was at a laptop repair shop where they had stickers on rolls... hundreds of them. That brings it down to 39€, which still feels a bit odd.

Microsoft frequently offers refurbishing store licenses for upgrading laptops. These must fit certain criteria, and using them outside those guidelines would violate the terms of service and result in invalid keys.

It seems they were designed for that purpose, yet the boundaries are unclear. A terms of service doesn't hold legal weight, particularly when it might breach EU regulations.

Now I have four workstations using the same key without any problems. Those looking for inexpensive, dubious keys should consider whether they’d choose something similar to pirated game codes.
