I identified the issue. Tested with my GSkill RAM 2133MHz base (probably), 2800MHZ in XMP. The Ryzen system functions properly unless I disable the 2800MHz speed. The R3 3100 supports high-speed RAM, but it doesn’t work at that frequency. The Corsair 3200 MHz RAM didn’t help either, so it seems the problem lies with the RAM speed. Also, my brother’s PSU appeared faulty—something is wrong (possibly 5V or similar)—the fans spin but there’s no boot. With a good PSU, the PC runs normally. In short, R3 3100 + fast RAM doesn’t work; R3 3100 + slow RAM does. The PSU seems defective. Thanks everyone, especially Filingo.
