You have servers installed on your PC, but after reinstalling your computer, they're still not accessible from outside your network. The servers appear to be on the D drive when you check ports on the router settings page.

It indicates the problem isn't with the router or ISP. We need to identify the specific server or service involved. Is the service currently active? Have you adjusted the Windows Firewall settings? Turning on Network Discovery might be required.

Windows has often struggled with running network services. Have you verified that Network Discovery is turned on? On new installations, it sometimes prevents you from pinging new clients and starting a server.

When Swedish is activated, you should be able to read it. If not, the quickest way is to go to This PC -> Network -> Right-click the window -> Enable network discovery and file sharing. This is based on a private network setup. On a public network, the firewall will be more restricted.

Your private network is active, but the settings you're looking for aren't available here. Could you clarify where you need this information?
