The games were available at a discount for some time. It seems the promotion has concluded. I bought BF4 for ten dollars and the premium version for twenty dollars while it was on sale.

Steam adjusted GTA V pricing during the summer promotion. They raised the cost to $75 but later discounted it back to $60.

They were mainly focusing on discounting the shark card. More affordable microtransactions were introduced. Steam doesn’t usually run sales, it’s the publisher who does. I’m pretty sure Premium was always priced higher than the game itself, aside from initial launch costs.
