I believed every computer behaves that way. My laptop follows the same pattern too.
Then everything seems fine, but a few computers are gone.
Additionally, there seems to be an issue with achieving 4GHz on all cores for the Ryzen 5 3600.
It seems the full performance boost of the 3600 is nearer to 3.9 or 3.8 under stock cooling. Are you aiming to overclock? Which cooler are you using?

The voltage you're seeing is typical for this chip at 4.1GHz operation.
This chip performs well with 1.081 vcore at 4.1GHz.
