Hi, I recently purchased a new PC and usually assemble it myself, but this time I was more relaxed. I bought an HP Omen 16L. Yesterday I played Apex Legends and noticed the FPS dropped below 100 on 1080p low settings. It’s interesting because I’ve seen videos with similar specs running smoothly at max settings, holding 220fps easily. I tried a clean Windows install along with drivers and chipset updates, but nothing seems to work. That’s why I’m here—checked temperatures with Afterburner, everything looks fine, but my GPU is only running at 30-40%. Other games are also running poorly. I had an i5 with a 4060 before it improved significantly compared to now. Here are my current specs:
I7 14700F
RTX 5060 8GB
DDR5 @ 5600MHz
1TB SSD
500W Platinum power supply
Unknown about the motherboard, but it’s an HP unit.

16 gb cpu temperature ranges from 60 to 70, gpu operates between 45 to 55, cpu utilization stays around 60%, gpu usage 30 to 40%.

Adjust the windows power plan to prioritize performance. Ensure the game utilizes P-cores (~5Ghz) and not E-cores (~4Ghz).
Open task manager, go to the details tab, right-click the game.exe file, select affinity and uncheck e-cores (last 12 are e-cores).
Alternatively, in BIOS disable all e-cores.
HP may have set the CPU to operate below maximum power; verify the max power consumption.
Apex requires minimal GPU power at 1080p, so low PGU usage is normal.

I have a fresh installation of Windows, removing any previous HP settings. I manually set up the drivers, chipset, GPU, and others. If you need to disable E cores in BIOS, let me know how to do it.

Power plan isn't necessarily tied to performance... HP likely has their own bios, so share pictures to clarify the available options. (Upload images to imgurl or similar and reference here)

The stress test on Intel XTU showed a low CPU score around 7789, with several cores below 8000. It’s unclear what steps to take next—should I return the PC? Additionally, the PL2 limit is set to 135W and PL1 to 65W; should I increase them to their maximum values?

Did you pay high prices for the old DDR5 models? Then you're not right.
But jokes aside, you won't usually get the same specifications at a similar cost unless you can build it yourself with stock parts.
You might be able to try it if you understand how to keep temperatures and clocks in check—poor cooling can cause overheating and lower performance, so monitoring is key.

I bought a PC for 1200 with top specifications; other models around this price have an i5 14400f rtx 5060. I plan to downgrade and upgrade the pl1 and pl2, hoping it will work. If not, I’m running out of options since I’ve tried everything. I’m unsure what to do next—keep the one that’s not working or return it for a replacement?
