I recently purchased this PC from Facebook and found it performs well for my needs. However, I feel like I’m not getting the best value. I need to upgrade components, but I’m having trouble finding work that matches my current setup. My GPU is a GTX 1050 Ti. If anyone has insights or feedback, I’d really appreciate it.

No point in really upgrading it. You're on an outdated platform. Overclock if you can, put the OS on an SSD.

I’m curious about boosting the performance, but I found it a bit confusing. I’m not sure if it’s safe to overclock or if using water cooling would help. Plus, I don’t have any budget for coolers or pumps.

i think you can overclock with that but im not to sure. really overclocking is just trial and error. you should start at 4.8 for the 8350 and run this. https://youtu.be/1QY2tSpdAvk heres a link
