At 4000 MHz PC the system wouldn't start properly unless XMP was enabled, and XMP was not working.

I believe you missed out on the mainboard. You'll need an apex grade board to achieve high memory speeds. The difference between a $300 and a $1600 board is significant. Also, the four dimms mentioned aren't recommended. It seems you got the best of everything else except the mainboard...

It wasn't just a watchdog mistake.
