You can mildly overclock your GPU by increasing the Core clock and Memory clock without changing the Core voltage. Yes, you can safely overclock by slightly raising the core voltage while maintaining low temperatures during heavy use.

I own a Corsair CX600 and if anyone is curious, I also have an ASUS Strix GTX 970.
What would be excessive? Mostly an amp, but once the voltage goes up it starts to rise quickly.
