Ensure you possess the original installation disc to access boot or system repair settings. Do you have the installer available?

Alright, I'm going on the assumption that this is either an OEM system or a poorly maintained personal build... The best I can suggest is that you swap the RAM module(s) with a different set and of different size, and hope the system resets itself. Sometimes it works, but newer windows versions are impossible with odd problems. Try it.

I have 8GB or dual-channel RAM at 3200MHz, but on my PC it shows only 5.5GB and it said I had 7.5GB before I restarted.

I can't generate or display screenshots directly. However, I can describe what to look for in Task Manager regarding memory usage and hardware reservations. You can check this in your operating system's Task Manager to see if any memory is marked as reserved.

I rebooted my computer to refresh it and limit it to personal apps and folders. Suddenly, when I power it back on, it reports only 3GB of RAM installed, even though the BIOS displays 8GB.

Consider reinserting your memory cards if they aren't seated correctly. If issues persist, test each card individually and consider disabling XMP settings. Also, utilize Alt+Print Screen to capture a clearer snapshot of the active window.
