I purchased an 8GB RAM with dual-channel 3200 MHz, but after installation in Windows it displays only 6.95 GB as usable.

I don't have the exact BIOS version for your system, but you can check it by looking up your motherboard model or consulting the manufacturer's documentation.

It requires 2x4GB of memory in slots 1+3 or 2+4 to access 8GB RAM in dual-channel mode. Or 2x8 for 16GB, etc. This setting controls how fast the CPU talks to RAM, not just how much it can use. Windows also consumes a fixed amount of RAM, leaving less available for other applications.

I accessed the system settings and mistakenly set the maximum memory to 8GB instead of the recommended 8192. Now the computer won't start, the GPU is removed, but a diagnostic appears and Windows still fails to load.

I don’t know how you got into safe mode, it seems like a mistake. You were probably working on your RAM and accidentally triggered the change.
