If you bought the laptop without updating it yourself, reviewing the BIOS settings could be useful. The CPU-Z motherboard section will show the current BIOS revision. You might benefit from adjusting power-saving options in the BIOS if they exist. Aiming for 3-3.2GHz under a stable voltage would be ideal. Hey, what's going on? You're saying there are no thermal problems and your turbo power is way down. Just need to reset everything and see the screen once it's back to normal—just a full restart to get it back to defaults.

Once its back is normal, perform a couple of stress tests at the same time for CPU and GPU (assuming they share the same heatsink) and capture a screenshot without making any changes. Next, lower the core voltage by roughly 120mV and repeat the process.
