I'm also handling this. It seems to be part of the legacy activation setup, so all that is mentioned is what others have already shared. You might want to reach out to Microsoft support.

I found the download links at http://www.microsoft.com/office/downloads/. The recommended tool was Magic Jelly Bean mentioned in the PCWorld article. You should be able to reinstall using both sources. If it doesn’t work, consider contacting Microsoft via email or phone to report the issue and explain your situation. It’s been a while since I used the activation system; I’m not sure if Office recognized that you had uninstalled from another PC.
