Hey there.
I think it's time to replace my PC, since it's been around for 14 years and Microsoft won't support it soon. The main reason I'm looking for a new one is because I really enjoy photo editing, and I'd love to have the Photo or Video AI tools from Topaz Labs. I've done some research and here are the key specs I found (I know a bit of the technical stuff but don't fully understand it all...)...

Operating System -
Windows 11, Home or Pro
Motherboard -
ASUS ROG Strix X870E-E Gaming WiFi, MSI X870E Tomahawk WiFi, Gigabyte X870E AORUS Master
CPU -
AMD Ryzen 9 9800X3D (for Radeon 9070), or Ryzen 7 9800X3D (for GeForce 5090)
Graphics Card -
AMD Radeon RX 9070 XT with 16GB GDDR6 memory, or NVIDIA GeForce RTX 5090 with 32GB GDDR7 VRAM
Power Supply -
MSI MAG A850GLS, Corsair RM850X (3.1 standards & 80+ Gold efficiency)
Hard Drive -
2 TB SSD minimum
Memory -
64GB minimum
USB Ports -
6 minimum

I don’t have much knowledge about case setups, cooling systems, or sound chips—just looking for something that lets me edit photos and do custom 4K video edits smoothly. If anyone can share more details or recommend websites, it would be a big help. Thanks ahead!

For other CPUs, what specific advice would you like?

Everything you have picked is top notch. Sound cards are not typical for the average user, but it would be wise to look at what sound chip your motherboard selections have if your video interests could benefit from premium audio. Here is a quick
guide
. I don't know if video editing would require an
AIO
.

Thank you for your request. Here are some online options that can help you assemble a PC with the listed components while managing your budget. I've noted your situation regarding SSI and limited funds. The video card suggested isn't available on Amazon's combo orders, and they don't offer assembly services, which could be inconvenient and costly.
