Thank you for your feedback. The information you provided is accurate. The NVIDIA 4090 is indeed recommended for Topaz, though it needs a power supply of at least 1000 watts. Regarding the Ultra 7 processor, there are users who have experience with NVIDIA software, but details about its performance with this specific GPU may vary.

I realize now I overlooked the part about the video card. It seems you were aiming for a more affordable setup.
Later you mentioned:
So perhaps we need to adjust a few things. Budget-wise, reaching a micro center is possible? Do you understand that the cost of an RTX 4090/5090 can be around 2000 dollars or more? A system with one of those cards would likely run about 3500 dollars or higher.
Higher-end video cards offer better performance, but their price might not match the gains.
I don’t use any of those programs regularly; I just explore them occasionally. There’s Topaz Video AI and picture AI, for example, which can significantly improve results.

As long as it's on a multi-year payment plan, and the monthly payments don't exceed $120, I'm pretty sure I can afford it. I did more research on Google, and they came up with 3 lists for optimal use of Topaz Video AI. Here's the results...
Option #1: Best Overall (High-End)
⦁ CPU: Intel Core i9-14900K or AMD Ryzen 9 9950X. While Topaz Video AI is heavily GPU-dependent, a top-tier CPU is necessary for managing the workflow and handling any CPU-intensive processes without a bottleneck.
⦁ GPU: NVIDIA GeForce RTX 4090 (24GB VRAM). This is the highest-performing consumer GPU for Topaz Video AI, offering exceptional speed for upscaling and other AI-intensive tasks.
⦁ Motherboard: A high-end Z790 (for Intel) or X670E (for AMD) motherboard that supports the latest processors, high-speed DDR5 RAM, and has multiple M.2 NVMe slots for storage.
⦁ RAM: 64GB DDR5 (6000MHz+ with low latency). This amount provides an ample buffer for large files and complex tasks, with high speeds ensuring data can be moved to the GPU quickly.
⦁ Storage: A high-performance 2TB or larger Gen4 NVMe SSD for the OS and project files. This offers the fastest possible read and write speeds, significantly improving load times and caching.
⦁ Power Supply: A high-wattage (850W+), fully modular, 80+ Gold-rated power supply to efficiently power the high-end components.
⦁ Cooling: A 360mm all-in-one (AIO) liquid cooler is recommended to manage the heat from the high-performance CPU.
⦁ Case: A high-airflow case to ensure all components stay cool under heavy load.
Option #2: Excellent Value (Mid-Range)
⦁ CPU: Intel Core i5-14600K or AMD Ryzen 7 7700X. These modern CPUs offer a strong balance of multi-core performance and value for video AI workflows.
⦁ GPU: NVIDIA GeForce RTX 4070 (12GB VRAM) or AMD Radeon RX 7900 XTX (24GB VRAM). For Topaz Video AI, the Radeon's extra VRAM can be valuable, but the RTX 4070 is still a strong performer.
⦁ Motherboard: An affordable B760 (for Intel) or B650 (for AMD) motherboard with support for DDR5 and at least one M.2 NVMe slot.
⦁ RAM: 32GB DDR5 (6000MHz+). This meets the recommended specifications for Topaz Video AI and is more than enough for most intensive tasks.
⦁ Storage: A 1TB Gen4 NVMe SSD for the OS and active project files. Consider a secondary 4TB HDD for affordable long-term storage.
⦁ Power Supply: A quality, 750W, fully modular, 80+ Gold-rated power supply.
⦁ Cooling: A high-performance air cooler, such as the Thermalright Phantom Spirit, is sufficient for these CPUs.
⦁ Case: An affordable ATX case with good airflow.
Option #3: Budget-Conscious
⦁ CPU: Intel Core i5-13600K or Intel Core i5-12600K. These older Intel CPUs provide excellent per-core performance and integrated graphics that can assist with encoding.
⦁ GPU: Intel Arc A770 (16GB VRAM). This card offers excellent value for Topaz Video AI, delivering performance comparable to the RTX 4060 but with double the VRAM, which is very helpful for AI tasks.
⦁ Motherboard: An affordable B660 or B760 motherboard that supports DDR4.
⦁ RAM: 32GB DDR4 (3200MHz). DDR4 is more budget-friendly than DDR5 and still provides sufficient performance.
⦁ Storage: A 1TB Gen4 NVMe SSD for fast access to your files and projects.
⦁ Power Supply: A reliable, 650W, 80+ Bronze-rated power supply.
⦁ Cooling: A standard tower air cooler is sufficient.
⦁ Case: A basic ATX case.
Core Principles For Topaz Video AI Computers
⦁ GPU is most critical: A dedicated GPU is essential for usable speeds, and the more VRAM and Tensor cores it has, the better.
⦁ Balance CPU and GPU: For video AI, pairing a powerful GPU with a current-generation, multi-core CPU is the optimal approach.
⦁ Don't skimp on RAM: 32GB is the recommended baseline, especially when working with larger upscales.
⦁ NVMe SSDs Essential: Fast storage for your operating system and project files will prevent bottlenecks and speed up your workflow.
