Removing Steam doesn't delete the installed games, that's likely true. Just remove CS:GO from the Control Panel or Steam and then reinstall it.

But then it wasn't possible to execute it in windowed mode. Edit: I need to leave now unless it gets resolved tomorrow; I'll try to assist later.

The application runs inside a window regardless of whether it's displayed in a windowed or full-screen setting. This allows you to switch to the desktop using the alt-tab key.

However, on certain machines, playing games becomes unusual when you're pushed to the desktop during full-screen mode. My previous setup would freeze if minimized from that setting, but using a windowed layout with no borders resolved the issue.

Many games struggle with background movement like this. Kerbal Space Program would likely ignore it entirely unless you switch tabs and wait until launch.

Then I don't know. It might be a Windows update issue. Since it's a fresh install of Windows, the update check WILL take a long time. I'm talking, possibly a few hours. Be patient.
