I verified it on the CPU and noticed it's maintaining roughly 800 MHz even while playing games.

I checked your pcpartpicker on your profile—looks like a great build! Just like mine. Same CPU, so please verify your settings with CPU-Z. Make sure your BIOS is set correctly if anything seems off. Thermals might need a clean if you're using an air cooler. If things get hot, Intel's variable clock tech will adjust to prevent damage.

the issue isn't a problem either—my cpu has never reached above 53 c with my noctua, and I haven’t done any overclocking. I haven’t altered anything in my motherboard bios, and I’m not sure how to resolve it through the bios. Sadly, I even reset the settings using f6.
