It should be down to 0 regardless. If not, then you installed something taking the CPU, or you have a system problem that needs to be looked into (driver issue?) Performance will be up. Based on benchmarks Windows 10 gives you the most performance in most games. Installed app consumes DISK space (a few MB), it doesn't consume RAM, or CPU. They aren't running on the back. You should discover these apps, some of them might interest you. Sure you can. Then you'll complain that your system has no no basic security, and nothing really works. Be careful for what you wish for. Does nothing beside some small registry tweaks here and there, where many are in options of Windows already. Ok. Doesn't do what you want to do from what I can see. I have already done extensive testing on having Windows "lean", and went after all these "system performance boosting" task, and you know what was the results: Performance difference was identical, or worst System security was potentially at risk, user experience was affected, and many things stopped working. Most of these "system performance boost" things suggested are nothing more than myths. These test were repeated once again in my past job, where we were seeking to maximize the performance of our plane simulator (extremely system intensive software). The testing was done by us, dev team, and IT as well, and the results came back as the above. Also, a user here on this forum has done so himself, and went above and beyond... and concluded that there was no performance difference.
To bring Windows 10 up to a more stable state you’ll likely need about a week of adjustments during the initial setup. It’s a steep learning process when it comes to navigation. For some helpful tips, check out the video on TechCity and also the anniversary update.
Things I’ve done:
- Removed every Windows 10 application I don’t use or need, especially Xbox Game Bar and DVR. This is usually the biggest source of lag.
- Disabled Cortana’s microphone and camera access in settings since they’re unused.
- Turned off telemetry features by going into settings and disabling them.
- Shut off auto-connect to Wi-Fi, hotspots, or any custom configurations.
- Set default apps to off and disabled feedback sounds on the PC.
- Found a setting under “Projecting to this PC” that silences maps, proxy, VPN, auto-play, and sync options.
- Disabled advanced settings on the Windows Update page to stop automatic driver installs.
- Removed the audio configuration files and performed registry TCP/IP tweaks to reduce internet jitter.
This process is aimed at advanced users. Also, I’ve removed the Windows Store and never opened any apps there.
Game DVR is turned off by default. Cortana is also disabled by default. It gets disabled by default as well. If you have a wireless card, that’s problematic. What’s the point? 10. It remains inactive until you launch the "Connect" app. 12. Everything is disabled by default. 15. Seems like a driver problem. 16. This will render all installed apps outdated, leading to complaints about bugs and issues.

Uncertain about the issue, I've encountered many similar problems and rely on stock drivers. Examples: links provided in the search results.
I'm also using an Intel wireless card, perhaps that's the issue. Apologies for adding the wiki page, I thought it fit the topic but the title seemed a bit off.
