Check if you require more than 16GB on the 3800x. If yes, insert it there. Otherwise, place it in the 9700 rig.

Insert the 16GB 2666Mhz CL19 stick into the Intel system. The AMD model uses a dual channel configuration instead.

I’m looking for a smoother experience. For capacity, I don’t like tabs reloading or the delays—the AMD PC1 doesn’t refresh often, but it still does a bit, especially when I open many tabs. I’ve got a habit of using lots of tabs, but it happens rarely. I’m just curious which option will work best for me.

It doesn't matter. Latency stays latency. For a "smooth experience," avoid mixing approaches like RAM kits. Use low-latency, clocked memory with sticks in dual/triple/quad channels.

If you're not playing games and just using a web browser, you won't notice the 16GB limit unless you're running low. You can safely lower the clock speed too, which won't cause any issues. Having more than 16GB RAM isn't necessary, so you're free to adjust based on your needs. If you're unsure, try setting 24GB in the 3800x rig and 26GB in the 9700x rig, running them at different speeds to ensure smooth browsing.

3800x: 2x8 3200 cl20 9700 : 8+16 2666 It doesn't really matter anyways, as long as you have 16gb it's sufficient for browsing the web

In addition to browsing, most tasks at home are done online. Occasional file exchanges, presentations, MS Office tools, other productivity apps, Zoom, Microsoft Teams, and similar platforms are used.
