You don’t need to create your own Chrome skin. Firefox offers a similar experience that’s quite close in quality.

I understand your concern... there seems to be a misunderstanding. I don't see any way to make FF appear flat. It's not related to Chrome or Windows 8.

It seems quite simple and smooth, yet with a sleek, rounded look. I’m unsure about my reaction since Windows 8 feels quite rigid, but I’ll try the test anyway. FW was my favorite before Chrome, so I know it’s decent.
