It seems I got lucky with Opera's setup process, but Mozilla didn't quite work for me. I'm still looking for other browser options.

I didn’t encounter any problems. The latest update worked smoothly on both Windows 8.1 and 10 versions, maintaining 60 FPS. Other issues prompted a return to Chrome at the time.

You're using Firefox Developer Edition on a 64-bit system with a Surface Pro 2. The test results show Firefox performance at 2830 and the developer version at 5220.
