the old office pc ran on a gt 610 with 2gb ram, a dual-core e2220 at 2.4ghz. adding a gt 1030 could help, but i’m not sure it would solve the bottleneck issue.

The 6-pin connector should work with the GTX 750 Ti, allowing you to play games like CS GO smoothly. The system ran CS GO at 40-60 FPS beforehand.

The system will restrict the GPU's speed, not the reverse. The Core 2 Duo is now more than a decade past its prime. Even the top-performing Core 2 Duo chips can't overcome this limitation for a GT 1030.

I owned a dual "Core 2 Quad" Xeon workstation equipped with 3GHz CPUs, which restricted the performance of an RX 460. In certain games it slowed down to about half speed. For context, the RX 460 runs a bit slower than the 1050 Ti.

You won't see better results from a GPU that's older. The CPU's top speed is already quite limited.
