I don't know if they exist since I haven't tried using them, but I believe there are many programs for this purpose. Ask around to find out which ones are popular, and you'll see that even the simplest files can be imported easily by dragging them in.

Check the provided links for startup repair. If needed, proceed with the command prompt and execute sfc /scannow. Between the two, it should fix any files you accidentally deleted.
