Find another one from a friend and try it.
First take out the 3060 you have and try it with the integrated graphics, if you don't have a problem then your power supply is at fault

Your PSU is a cheap one. I wouldn't use it in a gaming setup. That's the problem. The site mentions 80 Bronze, but the main text says Gold. There are no reviews for this PSU or the company. It’s clear they’re not reputable.
