Was es eine Garantie oder ein Schutzprogramm für Hardware beinhaltet, das vorschreibt, dass defekte Teile ersetzt werden?

I don't think so. The issue isn't theirs—it was the surge protection that prevented damage to other devices like monitors and routers, which were connected but not my PC due to the missing I/O shield.

I was considering this... perhaps we should focus on better surge protection. I've seen many PCs connected straight to the wall, which really bothers me, even though I've damaged a modem and its PCI port before because the phone line wasn't properly protected.

Yeah, everything of mine is plugged into that thing I linked you. My house is from 1951 and has very little in the way of.. well, anything really. Everything it has that's more modern was updated by us when we moved into the house in 2012. The house had 2-prong outlets on the exterior of the house which haven't been legal for years
