Not a Windows USB. It's Linux. You can install Linux without setting it up, just back up your data. You can also try HIRENE.

I discovered the program I was using here: https://www.paragon-software.com/technol...verestore/ Just start it on the new PC using the Windows 7 drive from the previous one.

chances are...the CPU is probably fine.....maybe even the RAM too

The CPU is almost certainly failed. I've experienced this issue with the mATX model and my previous 4670K. The fan starts up for a moment before the whole system powers down completely. It won't engage until I reset the CMOS, after which it works briefly before stopping again until the CMOS is reset. The RAM seems to function properly.

This seems to involve motherboard or BIOS settings, not a CPU issue. CPUs usually don’t fail in this way.

Previously, I destroyed a CPU because the board lacked all the necessary standoffs. It shut down just like this one did. My biggest error was missing an I/O shield for grounding. If it had been installed, the board’s surge protection would probably have saved it. I faced several problems with this board since I didn’t have the shield before the power surge that ended it. Regardless of the outcome, I’ve done what I could. I’m pretty sure the CPU is gone, and I’ll test it next week at a friend’s place. The motherboard is definitely dead, and I plan to use my Ryzen 1700X soon.

Are you applying any kind of surge protection before the power supply unit? (Is it a power strip or an uninterruptible power supply?)
