Multiple fresh installations have been completed. Memory and processor reinstalled. CMOS battery swapped. No overheating detected. New power supply used. Tested alternative quality RAM.

It's progressing and altering what can be modified. Time halts completely, and restarting restores normal operation for extended periods—hours or even days.

Have you checked if the BIOS was updated on the board? -nvm saw a prior comment about this. It might be worth getting a new motherboard.

It doesn't necessarily indicate the bios are current. The product might have been developed several years prior, or they might be reusing the same bios as originally released. Or perhaps not at all. Just a quick check and review.

AMD frequently relies on Intel testing to guide their development. They must continuously refine features and mainly work through the BIOS for improvements. Sometimes new BIOS versions appear weekly or every few weeks. The x570 chipset is quite outdated compared to modern motherboards, having launched shortly after the Zen generation. It’s possible there have been around ten BIOS updates since purchase, though it’s likely many more given AMD’s scale.
