Thank you for the input. The i5 8400 is indeed an 8th generation model, which helps address some of my questions. What's unusual is that my friend has the same CPU and GPU but lacks Ti, yet he experiences no lag spikes. It seems quite odd. Anyone have an i7 9th generation system that still encounters problems? I also notice my CPU can spike to 100 percent at times. I don't think this game is well-suited for 7th generation processors.

Are you certain your friend isn't experiencing lag spikes? Perhaps he's unaware of them—unless he's simply fortunate and the game runs smoothly on his specific setup. My CPU usage also reaches 100% during these spikes, suggesting a possible common problem. I plan to test whether the game freezes on a more powerful AMD Ryzen system to determine if the issue stems from weaker CPUs with fewer cores or if it's related to the game itself.
If you chose NTFS with a 4096 cluster size and Compression OFF, then it seems correct. Your folder layout isn't crucial except for how it's organized. It doesn't seem to be disk-dependent because my HDD usage is almost zero when the game freezes, while my friend uses an SSD. Maybe you could check if it freezes during installation on your SSD? You could also revert it back to your HDD if it still freezes.
Those settings are applied when creating the disk. The options I suggested are the standard defaults, so unless you modified them, it's likely using the right ones. You can verify this by executing chkdsk on the disk via Command Prompt. It will display the file system and cluster size.
