Your PSU capacity seems adequate for your 750W system, and running a stock cooler won’t push you into overclocking limits. Even at 65%, it’s unlikely to be a CPU bottleneck unless other components are constrained.

I don’t understand much, but the main thing is a jump from 1070 to 3070 is a big change. It might mean the CPU is limiting performance. How many applications are active at once?

Check how much processing power and memory your system is using. Your graphics card can handle cyberpunk without any issues.

Similar to 2% each, but the entire CPU runs at just 65%. I’m unsure if Cyberpunk can fully use all the threads.

I could manage numerous Chrome tabs (like YT and Discord), 4GB DDR3 RAM, and an older Pentium processor, yet it only consumes about 70% of the CPU. I’m not sure. Without being rude, if you need a clear answer about the issue, please consult a professional. I just came here hoping to assist, that’s all.
