You're talking about a lot of requirements for running Minecraft smoothly. It needs a lot of memory, at least four cores, and some mods aren't very good. It feels like the game is built to struggle even with basic settings.
Checked it, verified it, and measured it. Minecraft runs quicker with higher XP.

Windows 7 has many issues, while Windows 8.1 also has several problems.
