At times the GPU drops to 0% while other times the copy jumps to 100%. This leads to more noticeable stuttering, though it isn't the reason for microstutters. During microstuttering there are no visible peaks, and this doesn't occur on the CPU side.

did you update ddu and set another driver so performance isn't too bad? also changed the gpu to my old one which didn’t affect things. what’s the best next component to upgrade? i only have an ssd and a 650w psu, but i’m not sure if that’s enough for a 4070super and i7 14700k.
