Hi, my computer has been stuttering every few seconds since day one in all games, and it’s gotten worse over time. This issue occurs even in offline games.

Specs: i7 14700K, RTX 4070, Super 32GB RAM.

I’ve tried several fixes:
- Turned XMP on/off
- Updated drivers
- Performed a clean Windows install and reset
- Used three different monitors and HDMI cables
- Disabled VSync/Gsync
- Adjusted refresh rates to 60/120/144/165Hz
- Played in different rooms with multiple outlets
- Removed all USB devices and used a different mouse/keyboard
- Ensured BIOS is up to date

System temps are low, and no resource-heavy applications are consuming much usage. Only my GPU occasionally drops to 0%, which causes more stuttering, unlike microstutters.

When I brought the PC back from the shop, they said no components were faulty. Still, it’s running worse than a $700 laptop. I’m really frustrated and can’t get a refund. Is this a software problem? I’ve reset twice and tried multiple GPU drivers.

One strange thing is that the PC sometimes restarts itself with kernel error 41—does that mean anything?

I’m really lost, and any help would be greatly appreciated.

Listing the precise make and model of each component would be useful.

psu: Stay quiet! 750w
motherboard: msi mag z790 tomahawk max wifi
ram: kingston fury 32gb 6000mhz
ssd: 1TB patrion 7400/6000 read write
windows power management is operating with the default settings, cpu stays at 100%, high performance mode has no effect

As a simple test, execute the cpu-Z benchmark.
You should observe 883 for single thread and 12584 for multithread:
https://valid.x86.fr/bench/n345m4
Are there any other applications running while you play?
For instance discord?
Check your installed programs list.
Is there anything unfamiliar?
Could malware or a virus have infected you?
Malware bytes free is available to scan for malware.

would there be anything more you could capture or document to assist in identifying the reason?

What could have shifted as conditions have deteriorated?
What type of CPU cooler do you have?
Which model of case and fan layout are you using?
Is there a way to perform a test on your graphics card?

Honestly, I have no idea. I didn’t make any changes myself. It started every 30-40 seconds now, sometimes every 2-8 seconds. Every game is unplayable, and I don’t understand how the shop staff can say everything is fine. My old PC worked well in each game and had much lower specs. The CPU cooler is Scythe Fuma 3, and the case model is DeepCool CH560. I’m not sure if it’s even possible, but unstable power in my house might be causing issues. It didn’t matter when I tried playing in other houses, but maybe it already damaged them over time. I never experience power outages.

What test on the GPU should I run?
I really appreciate your help a lot, by the way, thanks!

I don't be an expert on gpu benchmarks.
When your game starts, open Task Manager and then Resource Monitor.
You should check for tasks that last between 2 to 8 seconds.
Look for spikes in resource consumption.
