It's likely someone using a mouse and keyboard can still outperform a console player with an aimbot.
Rocket League is available on PS4 and PC, making it relatively easy to play. Since it's accessible on consoles, controller support is usually included. The differences in controllers shouldn't be a major problem (I've used a PS3 controller for RL on PC). In my experience, I've been easily surpassed by both PC and PS4 players in RL.
Sure some games will work fine but I just fear the worst, since there is the potential for this to put some players at a serious advantage or disadvantage to others depending on a variety of factors, including what input method they're using, and what (if any) "handicap" shenanigans the devs get up to.
They probably wouldn't impose restrictions on console players either. Achieving an edge would depend more on the PC setup than the console itself. Even with a mouse, keyboard, and high-refresh monitor, I'd still have an advantage in a direct match.
It seems you're questioning whether any reasonable help could be so drastic that it would immediately draw attention to your head when visibility is possible.
Unless we're in Call of Duty... which I doubt I'll be... that seems very improbable.
