Micro-stuttering present in every game?

Hello everyone, I'm experiencing stuttering in all games again. I've tried everything from forums and YouTube, but nothing helped. I've uninstalled and reinstalled Windows, updated drivers, and everything is running normally except for the normal temperatures. My specs are: i9-9700k, RTX 2080, 32GB RAM at 3200MHz, 500GB M.2 SSD, 850W PSU. I'm getting tired of playing games and a lot of micro stutters... (sorry for the bad English)

Make sure to list the branding and model numbers for every part so we can better identify your PC's hardware. Did you assemble this PC recently? When did the performance issues begin?

I constructed this system three years back. The stutters began about a year ago...

The exact monitor is unclear. I think it supports Freesync/Gsync, but turning them on doesn't eliminate stuttering during games.
