Only four chips on a PCB are insufficient. It's really too tiny to argue with that kind of issue. Unless ASUS has a really outdated motherboard manufacturing process.

Are you certain the PSU is covered by a warranty? If not, handle it gently, avoid shocking yourself near the capacitor, and look for any dust or burnt components.
