Turning off the battery reduced the impact a bit, making the frame rate drop less obvious. I’m okay with the slower performance, though the first frame loss is still a problem for me.

Maybe. As suggested by someone above, you can turn off the AA or adjust it in Radeon Settings or Catalyst Control Center.

I disabled the AA, adjusted the priority to high in Task Manager, and the CPU usage rose to around 70%. It wouldn’t be surprising if it became a bottleneck, since I usually thought it would hit the CPU limit but not quite reach it.
