Having stopped Windows updates through various services, I am now manually re-installing the driver to check if it resolves the micro stuttering issues.

It remains to be seen if that will suffice. Please always choose a fresh installation from Nvidia’s drivers when installing them.

Yes, I cleaned and performed a clean install of the operating system. Isn’t that sufficient?

The issue hasn't been resolved; my frame rate is high, but the game feels sluggish when I move my view, as if it were running on a 30Hz monitor.

I was investigating whether you had a fresh Nvidia installation in order to determine if blocking Windows 10 updates wasn’t sufficient to prevent driver auto-installation.

I'm uncertain about the specifics of your issue; I would need to observe it directly.

Attempt setting the frame rate limit to 90 using Nvidia Inspector or Afterburner and assess the outcome, specifically for testing purposes.

I’m frustrated by this poor performance and unable to prepare for the World Cup tournament due to these issues.

Experienced comparable issues, which I resolved by turning off game mode. Please consider attempting this if you haven’t done so yet.

I've attempted every online fix and haven’t been able to resolve this issue. I genuinely want to destroy my computer; it’s incredibly frustrating. Despite possessing a 1080 display, an i7-700k processor, and 16 GB of RAM, I shouldn’t be experiencing these problems in games that aren't set to Ultra resolution or 4K.

If the issues escalated, it appears to be a software problem. Continue troubleshooting. Experiment with driver version 3.88. Maybe examine applications running in the background via MSConfig > Startup, disabling everything and testing sequentially.
