Initial observation is that you're playing Fortnite in DX 11. Switching to DX12 might yield noticeable changes, especially on older processors.

I'm not sure about that. Check the linked instructions and attempt DX 12. It may not solve everything, but it should improve upon DX 11. The best way to confirm is to try it out. There seems to be an unusual issue with your GPU. If you click the Spoiler tag at the bottom of this post, you'll see highlighted cells in the pink box. Normal operation happens before and after, but inside the box your GPU slows down while memory activity spikes, yet the CPU stays fast. It doesn't seem logical. Is this a fresh Windows installation or are you using another system? Are you running programs like OBS or RGB while gaming? Do you have multiple monitors? Have you configured the Nvidia driver under Manage 3D Settings → Global tab → Power management mode → Prefer Maximum Performance? Have you installed the newest Nvidia AMD drivers? What settings are active here: Data from FrameView below. Expand to see. Spoiler

- I have had this install of windows for 5 years and was downloaded on this computer not from other -only sometimes chrome if i want to google something or windows music player -1 only have 1 monitor -i have amd gpu with the latest driver, when i got this gpu i also installes amd chipset drivers -I have variable refresh rate on in monitor settings, where do i check hadŕdware acceleration on windows 10?

What power setting are you currently using? Also, could you clarify which settings you’ve configured in Windows? What’s the maximum refresh rate of your display? Regarding the monitor, 200 FPS at 1440p for the 5700 XT doesn’t seem correct—this model typically handles around 60 FPS on DX12 at low settings. With a better processor and lower settings, performance could be improved, but 200 FPS might still be challenging.

windows is current - power mode is active - framerate is 240hz - monitor settings only allow variable refresh rate, not in windows - inside windows settings I can't turn on or off hardware accelerated GPU scheduling - installed newest chipset drivers - tried DX12 now gpu+cpu runs at 100% but i'm seeing 60-80fps - i've observed that during performance mode the GPU clock and memory clock are between 1000-1200mhz while GPU memory is only using 1-2gb, could this be the problem?

I'm using Windows 10 and haven't boosted the CPU. I turned on DOCP, but it still shows 1333MHz. I'm not sure what SMT means, so I think it's probably not turned off. How can I verify that?
