The problem seems to stem from insufficient RAM, likely only 8 GB. As Djoza mentioned, the minimum is 8 GB. When playing on high settings, this becomes a concern. You should consider adding another 8 GB of RAM (a double 8 GB setup). For CS:GO, if the 60% refers to GPU or RAM, you might need to check your system. If it's the GPU, your GPU might not be using it fully—search online for solutions. A CPU bottleneck could also be the issue (your CPU might not be powerful enough for the GPU). In such cases, the only options are to purchase a new CPU, overclock the existing one, or upgrade RAM if you haven't done so already. If the issue persists, updating Windows or rolling back to an older version could help. Updating drivers or reverting to a previous driver version might also be beneficial. There aren't many other solutions besides addressing the CPU bottleneck.

Didn't remember the temperatures? It might be a big issue if your system is really dusty and it could cause thermal throttling. Keep an eye on the temps while gaming and send them back here.

Regarding the temperatures, the Intel stock cooler keeps the CPU at about 98°C during gameplay. The GPU stays around 69°C while playing.

Wow 98C?? I believe we've identified the issue. Clean the cooler as soon as possible, or maybe replace it altogether. Get some thermal paste—prices are around 5 dollars or less—and repaste the CPU, then reinstall the cooler. I'm confident this will normalize everything. The main concern is your CPU is overheating; it's likely slowing itself down to avoid burning out.

The 69C for the GPU is quite fine and you shouldn't worry if it hits about 85°C. Anything above 90°C is a problem and you need to follow instructions on disassembling, cleaning, repasting, and reassembling your GPU.

Ok so 2 things ive reviewed here to be an issue.
8gb of DDR3 At 798MHz is an extreme bottleneck to the system in general. That ram speed is the bottom of the barrel when gaming on ddr3. Even back then DDR3 standards where around 1333-1600 average. And as someone mentioned previously. 8gb memory in general is already the minimum requirement for Modern Warfare.
Now it is clear to note that sometimes Speccy gives extremely bad reads. It once tried to claim that my cpu was at 192 degrees. But after checking with a few other applications it showed my cpu to be at 35 idle and 60 load. So keep that in mind when recording your temps.
However, if this is the true temp, which it quite possibly could be, you definitely need to check how bad your cooling is. I would probably invest in a new fan. That cpu is perfectly fine for todays standards anyway, so theres no need to replace that.
So definitely change out your ram for something better. Preferably 16 gb of 1600mhz or above. And replace your stock cooler and thermal paste. You might want to add better overall cooling to your system anyway since it wouldnt hurt for better fans.
