I’d choose the Corsair RMX850w and be satisfied with it. It’s an excellent PSU, perfect for RTX and handles transient power spikes well.

RM650X is a solid option, but I think the aim should be exceeding 650W. Excellent for RTX is too vague. It speaks to a broad spectrum of power use.
If the rest of the setup is considered, 650W could be just enough to prevent the PSU from cranking the fan up and making it noisy. For most gaming setups, this should suffice for the 3070 and almost any CPU.
The 3070 is officially rated around 200W, but overclocked parts or CPUs can demand more, especially with dual 8-pin connectors that support up to 375W. Modern unlocked chips often handle well over 200W on their own.
It's worth noting they perform well with RTX graphics. The RTX 3xx models tend to manage those quick power bursts better than others like the Seaosnic Platinum. Oh, sorry. In my earlier comment I mentioned getting a 650w and being done with it. But then the 850w (which was what I actually meant!) was priced. Sorry if that confused my answers. I've updated the post to show my decisions.
Edit: I received a new laptop and the keyboard is still getting used to!!!!

RM850X is my preferred power supply unit, even though it's a bit pricier than what I was expecting. RM750X is another solid option. Since these brands are well recognized and they offer 12VHPWR cables for their modular models, they've been difficult to find at regular stores. The costs have remained fairly high.
