But how could this already be happening? It's brand new, and if it's missing, it won't turn on. I don't think it's a CPU, but I'm sure it will be a problem if it doesn't work.

You don’t require an active CPU to power on the PC—it will remain in the same condition. The CPU debug light might flicker, or the RAM debug light could illuminate if there’s an issue. If you haven’t replaced the CPU and reinserted it, that could resolve the problem. On some motherboards, there’s a BIOS flash button; using it to update the BIOS to the latest version may help.

I discovered that my motherboard had a problem and I purchased faulty RAM from Intel instead of AMD. Now the computer is working, thank you for your help!
