I apply it to one player, but during a match it felt odd—possibly the other player had lag, and I saw my teammate flash briefly twice.

It's true - CS:GO can be a bit inconsistent; sometimes V-sync works and other times it doesn't, especially when Wc3 is in the same lane.

I'm running Windows 7 64-bit. I changed it to resemble XP by applying the Windows classic theme and adjusting the taskbar.
