Possibly the issue isn't the VPN link, but the IP address is on the blacklist.

It seems they might be applying DPI because their IP is linked to a data center. You could add a SOCKS5 proxy at the end of your VPN using a residential IP address.

It's much more affordable and straightforward to obtain details about which IP blocks are assigned to specific parties.

It's feasible to circumvent restrictions since some VPN providers claim support for Netflix. I'm not sure how they achieve this.

They usually lease IP-blocks from certain non-VPN providers until Netflix intervenes, after which they purchase another set from a different source.

I check the repository at https://github.com/ejrv/VPNs/blob/master/vpn-ipv4.txt to see if a VPN's IP range appears in streaming service databases. It’s not an official Netflix listing, but it likely means the service is restricted.
